The Kenya Flower Council has been holding meetings to address the issues of devolution to the new system of government under the new constitution. Last week the KFC attended a meeting in Naivasha with the County Executives from the 47 counties to review key Legislation affecting devolved functions. The meetings involved the sectors of Agriculture, Public Finance Management, Natural Resources, Health, Infrastructure, Land, & Housing, Water and County Public Service.
On the other hand KFC recently held a consultative meeting with the regulatory bodies steered by the Kenya Investment. The objective of the meeting was to address industry business facilitation under the devolved system of government to contribute substantially to policy guidelines and generate a pragmatic framework of implementation.
Another meeting with the County Executives – Agriculture from the 14 Counties that grow flowers will be held in Nairobi on January 17, 2014 to address the issues of taxes on levies. Its good to note that a county cannot imposes cess without the guidance of policy and legislation which is enacted through bills in parliament.
